These crash prevention systems were released over 25 years ago and have been included in The National Transportation Safety Board\u2019s (NTSB) <a href=\"http:\/\/www.ntsb.gov\/safety\/mwl\/Documents\/MWL_2015_brochure.pdf\">\u201cMost Wanted List of Transportation Safety Improvements\u201d<\/a> ever since. In 2008,\u00a0federal law makers passed the <a href=\"http:\/\/en.wikipedia.org\/wiki\/Rail_Safety_Improvement_Act_of_2008\">Rail Safety Improvement Act<\/a>, mandating PTC for all rail operations by December 31, 2015.<\/p>\n<p style=\"font-size: 16px; line-height: 26px;\"><a href=\"http:\/\/en.wikipedia.org\/wiki\/Positive_train_control\">Positive Train Control<\/a> is a GPS-aided system that tracks train movements, bringing the train to an automatic halt when it senses danger. Regardless of what circumstance led to excessive speed at the time of Tuesday&#8217;s derailment \u2013 anything from engineer\u2019s fatigue to an outside attack is possible \u2013 there\u2019s little doubt a <a href=\"http:\/\/www.cnn.com\/2015\/05\/13\/us\/philadelphia-amtrak-crash-positive-train-control\/index.html\">PTC system would\u2019ve stopped it<\/a>.<\/p>\n<p style=\"font-size: 16px; line-height: 26px;\">Funding continues to be an issue.\u00a0Positive Train Control would cost\u00a0<a href=\"http:\/\/www.citylab.com\/work\/2013\/07\/billion-dollar-technology-may-or-may-not-prevent-next-big-train-crash\/6378\/\">between $6 and $22 billion<\/a>\u00a0to implement nationally &#8212; and that doesn&#8217;t include substantial operating costs. As Peter Goelz, a former managing director of the NTSB, recently <a href=\"http:\/\/www.cnn.com\/2015\/05\/13\/us\/philadelphia-amtrak-crash-positive-train-control\/index.html\">explained to CNN<\/a>, PTC is ultimately a high expense provision for a low probability event (rail crashes are almost always deadly, but extremely rare).<\/p>\n<p style=\"font-size: 16px; line-height: 26px;\">Amtrak&#8217;s reported backlog on track repairs for the <a href=\"http:\/\/www.nytimes.com\/2015\/05\/16\/us\/politics\/wreck-adds-fuel-to-debate-on-amtrak-funding.html?_r=0\">Northeast Corridor now totals $21 billion<\/a> \u2013 and that\u2019s only Boston to Washington DC. Without a long term funding plan, rail maintenance costs may continue to outpace available funds, by greater and greater margins.<\/p>\n<p style=\"font-size: 16px; line-height: 26px;\">Despite such hurdles, Amtrak has been able to prioritize PTC. The railway expects to complete installation of an\u00a0<a href=\"http:\/\/planphilly.com\/articles\/2015\/05\/13\/forthcoming-train-safety-system-might-have-prevented-amtrak-188-tragedy\">Advanced Civil Speed Enforcement System (ACSES),<\/a>\u00a0which will provide digital speed enforcement on all tracks, by the end of the year. They are also working to install <a href=\"http:\/\/www.nbcnews.com\/storyline\/amtrak-crash\/amtrak-says-it-will-add-more-cameras-locomotives-n364721\">&#8220;inward facing&#8221; conductor cameras<\/a> for the entire fleet of locomotives traveling the Northeast Corridor.
